That matches my figures. TCO (total cost of ownership) for an archive box 
in commercial storage in Sydney, including a few minutes of preparation 
and listing time, transport, box cost etc etc, and eventual disposal, over 
an average seven year life, and assuming that there is zero retrieval on 
average (why else would you put stuff offsite?), works out (in $ 
Australian, currently running about $0.76 against the Greenback), at $0.02 
cents per page, and this includes both sides of the page. Local scanning 
bureaux quote a minimum of $0.08 per exposure to scan, and that's for 
uncrumpled paper with little preparation, QA or keying required.

And by the way, if you want to add in the retrieval costs for offsite 
storage, you also have to add in the TCO for your EDMS. If you really want 
TCO you also have to add in the system procurement costs, which in our 
case are a LOT less to select an offsite storage facility than an IT 
system.

Having said all that, I'm moving us as fast as I can in the direction of 
an EDMS. I'm (gulp) with Steve - I hate paper. Our organisation is 
geographically very diverse, so being able to access documents across the 
WAN is a big plus, and yes, should be costed in to any comparison. 

But on the basis of these costs I'm certainly not going to do much in the 
way of scanning old stuff, at least not without some serious business 
analysis.
