I don't see anybody talking about the total retention period and the total 
ownership costs to maintain a good record if the retrieval rate is low, 
the retrieval time expectation  low and retention period long.  Are the 
overall costs of long-term maintenance in an electronic format lower than 
the per month paper charge ?
Am I missing something ?
