I've been following the comments on this topic with interest.  It is
important in building an ROI to understand the likely retrieval
patterns.  Different types of records have different retrieval rates,
and that the long-term paper storage cost model is beneficial in some
scenarios, whereas an EDRMS solution wins in others.  

The focus on the discussion has very much been on storage costs AFTER
the event - when the paper is no longer actively needed for business
purposes and is simply being stored for compliance and archive.  Much of
the ROI for an EDRM system comes from the benefit of scanning documents
at the START of the process, and then using the image in the business
process rather than the paper.  Benefits to consider in the ROI include:

* ability to process anywhere (remote offices, homeworkers, offshore
etc.); 
* process management (parallel processing, service level management,
auditability etc.)
* customer service (all records available to support customer service
enquiries; single customer view etc.)
* distribution and filing (saving on internal transportation, both
labour and time savings - document is always available as it is never
'in transit')

Another factor that I haven't seen mentioned is the cost associated with
legal discovery.  Although the likelihood may be low, the costs
associated with retrieving documents for a legal case can be very high.

A side note:  fresh back from a PRISM International conference (trade
association for commercial storage/destruction of records).  One
panelist, long in the business, did some calculations and found that in
comparing $  .25 per box per month storage to scanning the contents of
that same box, it would take 9 years of storage to match the cost of
scanning. Believe it--or not.
