My memory is just as short as some of the others on the list ;^) but I
recall a similar requirement (accessible) for INS I-9 form.  I seem to
recall a RAIN article in the past where a company was dinged for not
having the forms readily available.

However, the I-9 form is only one document, not an entire employee file.
