Maybe because paper is too cheap.  Maybe because corporate culture has
not changed enough that people think electronic first and physical
second.  Maybe because most people ask for paper and as the US is a
market economy, it makes paper production cheaper than electronic.
Maybe because "common people" aren't IT savvy enough and producing an
electronic version is considered a more specialised skill than producing
a paper/physical version.  I'm sure if I had more time I could come up
with dozens more suggestions (probably of equal or lesser quality).
