At the University of Illinois Foundation we shred everything but the wet garbage. I have even occasionally checked for documents in the wet garbage. We shred it all regardless. We outsource our shredding now and I have a much more relaxed posture not having to stand at the shredder for hours each week.
I inspect the facilities of the shredding firm, looking for locked vehicles and storage areas. I do not like them storing my confidential information for any longer than necessary.
Back in the ancient days of being a RM at two universities we classified documents into recycle (no confidential content) and confidential destruction. I tend to want to shred as much as possible. It is a hostile world out there and I would make sure you have a written policy on confidential destruction.

I am doing some research for my organization regarding shredding records
prior to sending them to a recycling facility. I'd appreciate knowing
what some of you are doing in this regard.
In particular, since we are a public university, I would be interested
in hearing from any of you at other colleges and universities. Do you
(records management) shred records prior to disposal? All records?
Have a vendor with industrial shredder handle the shredding? Have your
own industrial shredder? Etc.... Just a brief explanation of your
disposition process-if shredding is a part of that-would be greatly
appreciated.
