Hi Steve,
A key factor here is cost. There is the obvious expense of migrating
disparate records into a single secure repository. In some instances, this
may not be cost effective. Many organizations are addressing such concerns
with an "intelligent search" solution.
Next generation search tools layer a knowledge model (KM) over these
disparate records management systems. The rules / controls associated with
business specific records management are configured in the knowledge model.
The intelligent search engine spiders all records sources on a continuous
basis and creates an index. Any properly authorized user can query the
search engine, be profiled and then directed to the specific record(s)
regardless of location. I hope this helps.

Here's another question.
Some of the large ERM vendors talk about the ability to manage records
and information in the individual repositories that the records are
created in(Federated). Others push the concept of pulling the records
into a common repository for management. My question is how do be sure
that the individual repositories have ALL the proper controls to be sure
the evidentiary value of the records is maintained-when using the
federated style of management. We know all the proper controls are in
place in the ERM- how about the back-end repositories.
I've read the journal article in IMJ and have had a discussion with one
of the major vendors who are backing off federated management but I also
feel that it might be more user and integration friendly.
