Has anyone developed general guidelines to assist legal counsel offices 
in defining what constitutes "landmark" cases, especially as pertain to 
government? I would expect the offices to have a narrower focus on the 
business value of the records, whereas archivists/records managers might 
have a broader focus on the impact on the public's rights and 
responsibilities, for example. A search of the listserve archives was 
not successful.

Any suggestions would be appreciated.
