A poster, I forget who now ( sorry) had asked for examples of developing
specifications in an RFP, as they were in the process of writing one,
and I did say that I would post what DES was working on when it was done
-- we just published this one yesterday for file conversion services,
so to whomever it was that was interested, here it is. Scroll down the
list until you find the link for 2006-081 File Conversion- click it and
you'll get a cover page, and then you will have to click a link there
