As only a student in records management, I'm not sure how much my two cents
worth will be worth, but...
I worked in a university setting where the records management program was
under the business and auxiliary services department. This seemed out of
place for the legal fact alone--the university president was the officer of
record and received any and all summons'/subpoenas issued to the university.
For the RIM program to be accountable, I always thought it would be best to
put the program directly under the president's office. That was not only my
idea, however.
