    I work in the Federal arena.  A lot of Fed RM programs, especially
at the upper or senior management levels, have been moved closer to
agency CIO or IT departments, but I think most Fed RMs, especially at
the mid-management level, are still attached in some way to
administrative functions or services.  
 
    My own opinion is that since nearly all records are now created
electronically and remain electronic objects for their active lives,
organizations will have more control over their recordkeeping and
records retention processes if they make a commitment to manage only
electronic records (retaining paper only for reference or convenience
purposes), and align their RM program closely with IT or the CIO.
Keeping RM tied to administrative functions makes it difficult for
records managers to work directly with the people who manage IT systems
and networks, where organization mission and business records exist, and
through them, with the end-users who create, use, and manage the
records.
