I would use someone from in-house only if I can answer the following six
questions in the affirmative.
1. Is s/he capable of analyzing the organization's needs?
2. Is s/he knowledgeable about the latest technologies?
3. Has s/he successfully completed similar assignments and can
visualize the outcome?
4. Does s/he know where to start, how to control the project and see
the assignment through to an expeditious and successful end?
5. Is s/he an effective, detached and apolitical change agent?
6. Can you afford to release him/her from normal duties without loss
for as long as it takes to carry on the project?
All the best making your choices. Your best bet would probably be
someone with the CDIA+ designation.
