This is a great question, the responses to which may give pause to some of
those on the listserv.  

At the moment, some Title Companies and at least one County government in
the U.S. outsource the indexing of property record transactions overseas.
Unfortunately, some of those documents still contain personal identifying
information, such as social security numbers, etc.  India is but one of the
areas where outsourcing of data entry is common.  Additional outsourcing
locations include some Central American Countries, Eastern Europe, and
additional countries in Asia (i.e. the Philippines).

Whenever someone pursues an records conversion effort.....especially a
conversion effort that may touch on either personal identifying information
or on an organizations "intellectual property", a thorough investigation of
the protections afforded by such overseas outsourcing may be in order.
Those firms that are based in the U.S. often partner with overseas
subcontractors, so a thorough investigation and full disclosure should
always be required where the confidentiality of information must be
maintained.
