I recall a reason being given for outsourcing to folks overseas (in the
particular instance, China) was the ability to retain confidentiality.
Given a room full of data entry operators who do not read or speak the
language, data entry is done via pattern match.  They type what they
see, not what they read.

There are also tools that will allow distributed data entry of parsed
images.  Doing so limits access to the complete context of data,
virtually eliminating the potential for theft.  Bits and pieces are
entered without a logical framework on which to determine use of the
information.  Saw a demo of the technology a while back, pretty
interesting stuff.  It looks like a useful tool whether keying locally
or overseas.
