I'm still chuckling at your choices..... but though choice D appears to be a
bit tongue in cheek, it did bring to mind a circumstance in Texas from many
years ago.

In the "old days" of microfilm, the Texas Department of Corrections
established a low-cost microfilm service bureau.  The idea was to provide
training to inmates that they could use on the outside....... Ostensibly,
that's not a bad idea.

Sadly, since convicted felons cannot always be counted on to reform, the
Department's customers later learned that at least some convicts were
gleaning personal identifying information from many of the records being
microfilmed....and using that information for illicit purposes, including
threats of violence against witnesses, etc.

Which scenario provides the greatest risk:
A. Internal processing by folks that deal with the information every
day.
B. Processing by a local service bureau who is dependent on working with
you in the future.
C. Processing by an overseas service bureau that processes documents for
dozens of organizations world wide.
D. Processing by an organization staffed by folks who spend their days
and nights behind bars because they have already proven their
willingness to break the law.

Some may say the risks are equal, I don't buy it for a minute.
