56919, is a proposed rule for NARA.

NARA proposes to revise its regulations on the inspection of personal
property in the possession of a contractor, employe, student intern,
visitor, volunteer or other person on NARA properties.  

Comments are due by November 27, 2006.  The proposed rule is available
