Does this mean the government will have to keep better records? Or is
it just more fodder for the internet. Forgive me but I feel cynical
today. The victory I am speaking of the Google for your government bill
that went through this week.

It is still very hard for government to keep track of contracts and
spending on contractors so maybe this transparency for contracts
database will mean more employment any way for IT folks, security and
RMs. It is a victory for open records.
