Go to the RIM Resource list hosted by Alan Zaben at http://infomgmt.homestead.com/.  Choose your connection type and scroll down the list to "Colleges and Universities - RM Degree Producing."  They are listed by countries.  Click on the appropriate country (the U.S. has 207 listings) and browse the resulting list.

Is there such as thing as a university/college granting a degree vs. a 
certificate for records management?

I only know of certificate/certification programs for records management 
as opposed to degree granting institutions. The PLC program at University 
of Toronto (which is an excellent program) is a certificate as opposed to 
a degree.

In addition to some of the others mentioned (sorry if this is a repeat) 
Mohawk College (Hamilton, Ontario) also offers a certificate via their 
distance/on-line learning program. Here's their description:

RECORDS AND INFORMATION MANAGEMENT CERTIFICATE
With the increasing production of and demand for complex information and 
the widespread use of automated technologies, businesses, non-profit 
organizations and government agencies are striving to manage information 
assets effectively. Records and information management programs contribute 
to the efficiency of an organization?s operations by providing systematic 
control of information resources, from creation through use, storage and 
final disposition. This program will prepare participants to operate a 
records management program in any organizational setting. All six courses 
are available through distance education.
