I know that there are other undergrad and graduate programs in the UK,
Australia, and others outside the US. Not sure that there are any
"pure-play" RM degree programs in the US - closest I have seen/heard of
would be the various MLIS programs with a concentration in RM, RIM, ARM,
something like that.

I only know of certificate/certification programs for records management as
opposed to degree granting institutions. The PLC program at University of
Toronto (which is an excellent program) is a certificate as opposed to a
degree.
In addition to some of the others mentioned (sorry if this is a repeat)
Mohawk College (Hamilton, Ontario) also offers a certificate via their
distance/on-line learning program. Here's their description:
