Larry,

It is very likely that many of the functions that the Monroe County
Clerk's office performs in recording such transactions could not be
performed.  I'll bet that they had no hand-operated stamps, including
those that allow them to show the time and date of recording,  no
ability to calculate recording fees, no cash drawers to hold funds, no
accounting functionality, and then.... no scanners, etc., etc.   Believe
it or not, I was in the courthouse in Rochester about two weeks ago and
was amazed at how dated their system was.  I'm certain that the system
in use now has not been through a major upgrade in 10+ years.  

There are systems available that allow for "backup recording", and
certainly procedures that could have been put in place for this sort of
disaster, but all too few County Clerks, Recorders, Registers of Deed
(same job, different titles) put plan for such problems in advance.
