If this position is presently open (the one getting 6% increases each year
for the coming 5 years) I'd like an application. =)

increase a year for the each of the next 5 years

Cost of equipment, including service contracts.
Cost of analysis time for categorizing information appropriately for
importing.
Cost to train employees to perform function or contractors to your
requirements.
Cost for QC and re-dos.
Cost for staff to perform routine work if staff is dedicated to the project.
Cost to manage the project.
Cost for transportation of materials to off site vendor and adequate
protection of records while there.
Cost for potential (secure) destruction of source materials post conversion.
Potential risk to privacy, etc. of having source materials off site.
