Thanks for the link.  I found the entire article to be interesting.
They cite the following requirement that I have not noted before.  Is
anyone familiar with this?

The Securities and Exchange Commission requires that companies in
certain industries review a percentage of their outgoing e-mails, from
1% to 3% for financial companies to 10% for retailers.
