Note that the date of this report is Feb 2006. 

Since then other states like our Electoral College juggernaut of Vermont
have had their data theft laws go into effect (VT was Jan. 1 2007). 


Also, after reporting out to my boss that there was a very good chance
of a federal data theft law being on the books by the end of last
Congress, Congress did not pass one (nor even get close).  Feinstein has
the first bill of the new season on the issue at
