The documents are scanned in as PDF's so there is no conversion necessary.
We are also importing reports that are generated on a UNIX system and sent
to us as text files.
We convert them to PDF's and import them into the EDRMS.
This allows users to add comments to the scans and reports, but they cannot
edit the original information. The comments that are added become part of
the official record.

You call your solution 'scanning'.
Are documents input in other ways besides scanning? (PDF, print to file,
etc)?
Is everything converted to a single format? What format was chosen?
