"ARMA is still working on the competency project"

The project is starting to remind me of the "paperless office".  Perhaps we
need a Blarney Stone around to kiss and wish it to the finish line.

I don't know, when the project is completed, and implemented, do you suppose

that finally ARMA will be "competent"? Or is the goal merely to describe 
what conpetent should look like?
