Public and private sector organisations that hold paper-based files will be
in breach of the Data Protection Act (DPA) if they do not digitise their
records by October.  When the DPA was introduced in 1998, files that already
existed on paper and contained personal data were not affected by the strict
compliance obligations, giving companies time to install digital filing
systems.

And this is from the text:

1. - (1) In this Act, unless the context otherwise requires "data" means
information which-
(a) is being processed by means of equipment operating automatically in
response to instructions given for that purpose,
(b) is recorded with the intention that it should be processed by means of
such equipment,

So where is there guidance here that says this pertains to paper based
records???  I'd like to hear form anyone who works for an organization
impacted by the DPA how this extends to legacy files managed in paper form.
