My only "don't understand" comment is that they said the target number
for Cost of Services recovered by dues is 70-80%.  They analyzed the
current number at 68%.  That is only 2% below the "don't raise dues"
range and yet they have decided to raise dues over 16%.

That math doesn't add up to me.
