The software to recognize and organize pages from a fiche might be
available today for $500 but that would be just one step in your conversion
process.
Scanning a photo negative on a basic flatbed scanner will not provide much
of a usable image.
The basic paper scanner needs to have a back light to provide enough
contrast to make out the black and white and not just end up with a grey on
grey image.
The basic paper scanner has a resolution of 200 dpi and the 8.5"x11"
document on fiche has been reduced to, at best, a 0.35"x0.46" document.
$5,000 will get you a basic microfiche scanning system. As to your current
needs; depending on your film image resolution, frame image quality, and
turn-around time requirements you might look for a different vendor.
I feel I must apologize for my fellow vendors who have the tendency to over
simplify and under estimate the cost of image conversion projects.
