If you are setting retention for the entire box of records, then use the
latest birth date (either exact or calculated based on age) on the
records in the box.  This may mean keeping some of the records longer
than age 21.  If, however, you are required to destroy at age 21 (and
some records on minors do require this), then you will have to bite the
bullet and manager the records individually rather than by box.  If your
software does not allow managing the records down to the file level,
then you may have to maintain a manual system for these records
(bummer!).
