Is there a rule of thumb for estimating the magnitude of a project when
details are lacking? When doing an assessment of an existing RM system,
is there an accepted range of, for example, hours required as a function
of number of workers, percent of the RM budget devoted to overviewing
inventory/assessment, or some other ratio?
I know this is vague, but the real question is: how can one make a
broad, general estimate of the magnitude of a project without being
inside the organization? Maybe some of you have a rule of thumb based
on your deep experience?
