MOSS 2007 currently ships with a Records Center teamsite template that provides some basic RM functionality (retention, holds, etc.).  It is a good foundation for an RM solution, especially if you already manage your documents in SharePoint.  

The additional functionality created for 5015.2 certification is currently being packaged and will be available to anyone with an enterprise MOSS 2007 license free of charge within the coming months.

It can be used as a fully functional, stand-alone RM application or in conjunction with MOSS 2007 DM, workflow, search and other portal functionality.
