Kim, a great book that might be helpful is "Achieving 100% Compliance
of Policies and Procedures" by Stephen B. Page, BookMasters, Inc.,
Mansfield, OH, 2000. It explains the relationship between policy/
procedures, communication and training, stats and metrics, auditing
and monitoring, developing a compliance plan, and the continuous
improvement cycle. It's really excellent. (It gets five stars on
Amazon.com.)
Page has written several books and articles about policy/procedures -
the hows, whys and wherefores of writing them, best practices, etc. I
have almost all of them and I find them to be quite good.
