I have found that segmented Communication is very effective. As with many effective processes, you may spend a little more time upfront - but it is worth the time.
First segment your audience:
It may be frontline, management, Executive leadership, Union, etc.
OR
Super users, mid users, small users

Then determine your actual messaging needs. (How to use the Retention Schedule, Why we are embarking on this, Policies and Procedures and How they relate to you, etc - not necessarily in that order either)

You can then put a grid together (or a table) to mark which users get what messaging. Then you need to determine the actual message, the timing of delivery and the most effective message Delivery medium.

Might I also add: Effective and efficient are not the same. In this bust world many opt for efficient (i.e.; email) They and achieve a balance between efficient and effective. Hope this is helpful

I would also recommend you integrate with other existing communication channels and enlist help for the Communication Department if you have one.
