I agree with Ray and Pat. I see no reason for unfettered access. At a
previous employer we maintained internal audit files (including
background investigation files) in our records center. The only
individuals with access to those files were the Internal auditors.
They were maintained in security filing cabinets that is they had a
tumbler lock on them.
