After you read the actual document as proposed, you may find it isn't really
as described above, it's more about how NARA employees respond to requests
for information based on legal proceedings, not on the release of
information itself.

It doesn't actually change current procedures much, just adds a whole new
section in (1251) DEFINING and DESCRIBING the procedure as it currently is
applied.
