Pilar says: Generally, the FAR will apply when the contract you have
with the US Government incorporates one or more contract clauses used in
FAR.  (If you aren't contracting with the US Govt -- or a subcontractor
to an entity that does -- then the question is meaningless.)  Typically,
US Govt contractors deal with FAR clauses on a regular basis.  In
retention schedules, you can usually spot a FAR-based retention
requirement by the time frame: "Final Payment + 3 years".  It's not the
only retention requirement listed in the FAR, but it's definitely the
most problematic one.
