Gerard as others have pointed in other responses you should head over
to the ARMA website and dig through the information here
http://www.arma.org/standards/development/index.cfm

if you truly want a protocol/guideline/whatever to be really accepted
then the ARMA Standards process is your best bet. A protocol developed
by a trade association with little or no formal procedures established
for such is likely not to be readily accepted by the general RIM
community (and this community includes anyone not just records
managers)

No one said that ARMA is limited to working with PRISM, but your group
should formally approach ARMA International. If the "protocol" is
developed under the SDC rubric there is a greater likelihood that
consensus will be reached and the protocol will be seen as fair to all
involved.
