Perhaps I could assist.

As a formal consultee and contributor to the development of MoReq2 I
believe MoReq2 will meet with greater European acceptance, principally
because it is truly European in approach and countries like the UK are
not deploying alternatives, the UK National Archives Testing Programme
for EDRMS has closed and it does not look like it will be revived.  

Whilst no standard can be expected to meet every countries requirements,
MoReq2 has been the subject of significant consultation and validation.
You must also be advised that MoReq2 is not mandatory, but will be the
de facto standard for assessing system suitability.  It is not perfect,
and can never be so, but in the absence of a viable alternative, is the
best we can hope for.

Hopefully those who participate on this listserve in Europe may have an
answer for a question that I have, based on Mario Rieger's posting.....

Question:  Is it likely that MoReq 2 will meet with broader acceptance
throughout Europe than did it's predecessor, MoReq 1?  

As I understand it, the first version was not widely accepted, and
therefore was particularly useful.
