There are a number of counties that have worked to establish an ECM
solution.  Some of those include: Douglas County, Colorado, Larimer
County, Colorado, and Jefferson County, Alabama.  

 

My experience indicates that while counties do make the effort to
establish a county-wide standard, it is often very challenging to push
implementation on a county-wide basis.  Two key issues encountered,
include:

 

(1)    The nature of county governments, with a number of independently
elected county officials who have specific authority within their
offices, and

(2)    The nature of some applications, where the application often
drives the selection of a vendor providing content management - Courts
systems and Property records systems are very application specific, and
not generally amenable to an ECM solution.  Vendors typically include
such components imaging within an overall solution.  

 

As for the entirety of ECM components being installed and implemented,
I'd be surprised to see one installed in a county government agency that
incorporated email retention, collaboration web content management and
any BPM capability.  "Herding the cats" in county government makes the
mere implementation of a county-wide imaging repository challenging,
much less the implementation of additional components.
