Fire considerations aside, most records storage shelving is built to accommodate the most boxes in the least space by storing the boxes with the handles out. If you try to pack boxes onto shelving with the handles to the side, it will not only add to the floor space to shelve x number of boxes for quick access, but it will be difficult to grab the boxes to pull them from the shelves.
