Chris - first of all - thank you for posting on a topic not related to the Listserv/ARMA party in Vegas.
 
A typical program structure would include stakeholders from various regional lines of business, legal, IT, compliance, audit and operations with clearly defined roles, responsibilities and deliverables.  While it may not be practical to have representatives from every country that the company operates in, it may be useful to have representation from the larger regions and/or lines of businesses that are considered critical to the overall company.  A key aspect of the governance structure is to have a centralized project management office that manages the different work streams with tracking and monitoring at the enterprise level. The scope of the records management governance should include all activities executed within electronic records management program, such as:xReviewing and prioritizing all activities in the development, deployment, operations or support of the electronic records management (ERM) system; Reviewing, approving and prioritization all requested changes to the records management system; Reviewing and providing input on any changes to the RM policies and the timing of such changes to ensure they can be effectively implemented (either within the RM system or by a workaround with legacy environments as applicable).
 
A sample global RIM staffing would include
- an overall program level lead (at least an SVP/MD or even C level person - reports to board and acts as sponsor)
- an overall program manager (person responsible for executing RM across)
- a central PMO office (probably run from corporate offices) to ovesee RIM
- a regional RIM co-ordinator in major regions where the organization operates in
- a local RIM manager/associated staff in each of the countries where organization operates
- a local legal counsel designated to opine on local RIM laws/regulations
- a local IT/systems support staff to support RIM system(s)
- a regional co-ordinator for training
- a local/regional offsite storage role 
 
 
In addition you would need a global program level steering committee made up of key regional stakeholders from corporate, business units, legal, compliance, technology and record management groups is required to enable a sound records management program. The steering committee should meet periodically to:
* Review and provide the overall direction, planning, organization, processes, procedures and management of the RM program.
* Ensure project teams are fully meeting expectations
* Routinely review the overall project status and deliverables
* Review and provide risk mitigation and deployment strategies
* Provide guidance on deployment strategies
* Approve and sign off on deliverables.
