Is anyone familiar with the use of the terms

"Systematic Records Management" or 

"Systematic Records Management Program"


I understand the words and what they mean, but not in this construct.

I'm familiar with the concept of the '...systematic control of recorded
information...', but haven't regularly seen the terms above used in this manner.
