David are you trying to determine what your organization should charge for
those services? or are trying to find out the numbers for budgetary
purposes?

if the former you will need to take into account the salaries and benefits
of the personnel doing the work, equipment costs, depreciation, utilities
(water electricity etc), real estate, transportation, insurance and much
much more

if you the latter consider issuing an RFI that provides the numbers such as
number of pages to be scanned, single-sided/double sided, white paper only,
mixed colors, size, doc prep, level of indexing yada yada yada

I would suggest purchasing the following book by William Saffady from the
ARMA bookstore
