Agree with Jesse's assessment.

I read the article several times.  Other than to say you may use private systems to carry on public systems, the ruling doesn't address what happens when public records are in personal or private systems.  I would think that it would open these systems up for public inspection and would require decisions as to what is or is not public business.  It really complicates record retention, discovery and the line between public business and private business.
