Dear Joe,
Perhaps you did not receive any responses to your question because
you did not say in what context the question was asked and for what
purpose. The fact that you wish to remain anonymous does not help
the people who want to be helpful and address your concern. We who
replied (I only saw two replies in addition to mine) assumed that you
asked that question because you wanted to determine requirements for
recordkeeping and it seems to me that we all tried to say that DOD
5015.2 should not be your starting point, or your only reference
point, as it does not address a user perspective.
However, in the absence of better information from you, to answer
directly your question I personally can only say that, for its own
purposes, DOD 5015.2 is complete. For your own purposes, who
knows? With records, and records managers, context is all.
