IMO:

Materials like these that are retained to be repurposed as "go-bys" effectively are declassified as corporate records and become reference material. In that new capacity, they should be retained only as long as they have value and then disposed of. 

But remember: if an event arises that necessitates a preservation order legal, audit, regulatory, etc.), ALL relevant content must be preserved --including any material repurposed for another use ... ease of discovery may be compromised once it sheds its "record" mantle.
