Duties :   The Records Management function ensures that FAA's internal
records are administered, scheduled, inventoried, and otherwise managed in
accordance with Federal statues, FAA regulations and policy, and best
records management practices. The incumbent will serve as the FAA's Lead
Records Analyst responsible for leading the FAA Records Management function
and will provide direct assistance to the FAA in the management of their
records in all formats and media. The incumbent will help lead the
Agency-wide records modernization initiative, and as such, will work closely
with staff from across the agency and department, and with information
Technology leaders. He or she will make policy and process recommendations
to an executive steering committee, manage a budget, and write and carry out
program plans. The incumbent is responsible for updating and maintaining the
FAA's records management policies, guidance, processes, and procedures. The
incumbent performs a wide range of specialized work associated with the
execution of FAA's life cycle management program for its records, including
advising and training offices about the standards and procedures related to
records in all media and FAA's policies on archival and records management
policies. The incumbent will also lead/assist with records inventory,
audits, and records inspections. The incumbent will have external contacts
with records managers from other Modal administrative agencies within the
Department of Transportation , other Federal agencies, and professional and
academic organizations. The incumbent will update and improve FAA records
management policy. Additionally, the following are representative activities
of other Record Management responsibilities associated with this position:
Works with FAA employees at various levels to encourage and stimulate
interest in effective records management. Plans and conducts studies on
methods to improve records management programs within FAA. Develops and
implements recommendations, adjustments and innovations designed to improve
the records management program. Develops and implements Records Management
quality control, audit and/or other processes to improve and modernize the
management of FAA records. Develops appropriate disposition actions for
approval by the National Archives and Records Administration (NARA).
Provides assistance to other FAA personnel regarding the appraisal and
disposition of electronic records. Leads the FAA in the development of
electronic record keeping systems within FAA. Analyzes systems documentation
and other background materials to enable designing electronic systems in
keeping with record keeping requirements. Provides guidance and technical
assistance to FAA organizations on records creation, management, and
disposition. Plans and participates in outreach activities to increase
knowledge about and implementation of Federal records and information
management policies and practices. Trains FAA employees using current FAA
training materials. Plans, creates, and presents new classes or briefings
designed to guide and encourage FAA employees and senior officials in
improving their records management programs. Participates as the senior
records manager in technical and policy task forces and work groups related
to records such as e-discovery, data management, privacy, and electronic
content or document management.
