are they asking about the materials used to create the plan,i.e, supporting
material or the actual plan.

Typically plans are retained for x  time after superseding. When it is
superseded depends upon how often the item is updated. Supporting materials
could be almost anything and could be referenced in the plan. they may or
may not have the same retention period
