Interesting thought Glen.........My opinion?  A non record never had any 
value, i.e, born valueless.  Hence a record whose retention requirement 
has lapsed cannot be considered a non-record for at some time in its 
lifecycle it had value.  Just my thoughts.

Slow Friday so I need to ask this question.  If a Record has reached 
retention, could you then consider it a non-record? Technically after it 
has met the retention value it does not have any retention value.  Just 
curious I have a flame suit on so it is ok.
