My understanding of the theory behind the definition in the Virginia FOIA is that taxpayers in the Commonwealth have the right to transparency in their government.  Those outside the state do not pay taxes here and therefore do not have the same right to transparency of Commonwealth government.  I don't necessarily agree with this, but it is the intent of the General Assembly.
